read below:

"TODAY I CO- SPONSORED A MOTION ON THE NEED TO INVESTIGATE NON COMPLETION AND DEPLORABLE STATE OF IBADAN-OYO-OGBOMOSO-ILORIN EXPRESSWAY.

The house notes that Ilorin-Ibadan expressway was awarded for reconstruction and dualization in January 2001,from Ilorin to Ojo interchange in Ibadan.

Also notes that the strategic importance of Ibadan-Ilorin Highway cannot be over exaggerated as it links both North and south economically. It is basically a corridor that link southern and northern part of the country and very strategic in the movements of goods and services particularly from Lagos ports to northern Nigeria.

Worried that for several years precisely 36 years this road has been neglected and abandoned with the section from Oyo to Ogbomoso un-attended to. Successive government has pay little or no attention to this project and this has further compound the hardship of motorists.

Further worried that in 2001 the project after years of neglect was divided into 3 sections for effective and timely completion and awarded to two considered to be reputable firms. This division was as follows: Ibadan-Oyo(44.5 kilometres) to PW Construction company at the cost of 15 billion naira, Ogbomoso -Ilorin (45 kilometres) to Reynolds Construction Company (RCC)limited valued at 15.7 billion naira and Oyo-Ogbomoso (45 kilometres) to a joint venture between PW and RCC at an estimated cost of 15.2 billion naira.

Disturbed that has seperate entity the two companies could complete same/similar kilometres of road on the same axis but as joint venture fail to achieve same. In spite of the variation proposal by the joint venture which proposed 37% variation while government agreed at 15% variation which they rejected and eventually lead to the cancellation of the job.

Worthy of note that RCC later agreed to execute the project at 47 billion naira in which the contract had since been awarded to it and nothing has been done on the road up till this moments.

Concerned that in 2013 the then minister of works while commissioning the Ogbomoso-Ilorin section of the road promise that work would commence soon on the Oyo-Ogbomoso axis and it will be completed in earnest. It is important to know that no work has commenced on that section. The deplorable state of the road is seriously affecting users of the road as that section of the road often witness cases of armed robbery and accidents which result in the loss of lives and properties as well as traffic gridlock due to large numbers of articulated vehicles that ply the road.

Resolve to mandate committee on works (when constituted) to investigate the activities of parties (PW Construction Company, Reynolds Construction Company, Federal Ministry of Works) involved in the project and why the section has not been completed.
